Golden State Risk Management Authority (GSRMA), founded in 1979 as the Glenn County Joint Powers Authority (GCJPA), was in response to a collapsing insurance market that left many public entities without coverage. Originally serving Glenn County agencies, it quickly became a trusted model for collaboration and shared resilience.

By the late 1990s, GCJPA brought claims and accounting in-house and partnered with Public Risk Innovation, Solutions and Management (PRISM) to provide cost-effective excess coverage—a relationship that continues to this day.

Since 1992, GSRMA has been Accredited with Excellence by the California Association of Joint Powers Authorities (CAJPA), which represents the highest level of recognition for JPAs, affirming our strong governance, sound financial practices, and commitment to exceptional member service and risk management standards.

In 2000, to meet growing interest beyond county lines, GCJPA expanded its reach and became GSRMA, opening membership to public entities across California. This marked the beginning of a broader, statewide network built on mutual support, knowledge sharing, and strategic growth.

From three employees to nearly 30, GSRMA has scaled alongside our membership. Unlike most risk pools limited to one agency type, GSRMA serves a wide range of public entities—schools, fire districts, cities, counties, cemeteries, and more—each bringing unique challenges and perspectives. This diversity has shaped our approach, driving us to provide broad, flexible coverage, competitive rates, and comprehensive safety, training,
and risk management services. 

As a public risk pool, GSRMA doesn’t answer to shareholders—we answer to our members and are governed by a dedicated and diverse group of Board of Directors. Through sound financial stewardship and the outstanding risk performance of our members, we’ve returned millions of dollars in savings back to the agencies we serve.

In a time of rising complexity and pressure on public agencies, the strength of a stable, well-connected risk pool is more important than ever. We’ve welcomed new districts, expanded our services, and grown our internal team to better support our members. As our network continues to grow, so does our collective strength and capacity to serve.
