SB 827 & Vector Solutions Training Coming Soon
Signed in October 2025 by Gov. Gavin Newsom in response to overwhelming concerns about mismanagement of public funds and corruption, SB 827 creates new mandatory requirements for public agencies, effective January 1, 2026:
- Ethics (AB 1234) has been expanded to certain district staff; not just members of the local agency if receiving compensation, salary, reimbursement, or other funds as AB 1234 stated. Newly added was the language that department heads and other administrative officers were also required to complete a 2- hour Ethics Course.
- An additional 2- hour course on fiscal and financial management is also now required. Topics include finance administration, debt management, financial planning, and ethics related to public funds. This training must be completed by any official appointed or elected, agency executives such as management, executive officers, and others designated by their local agency.
- Anyone already in service must stay compliant with AB 1234 and add the newly required 2- hour fiscal management training by January 1, 2028.
- Any new member taking office or employment after January 1, 2026, and needing the trainings, should complete them within 6 months of beginning their service.
- Staff who were already employed prior to January 1, 2026 but previously were not required to complete these trainings but now are, would have until January 1, 2027 to complete Ethics (AB 1234) and January 1, 2028 to complete the fiscal and financial training.
To meet these requirements, Vector Solutions, our trusted Learning Management System, has been working on a course for the newly required 2- hour fiscal management training. This training will be released mid-May 2026 for all Members to access free of charge with GSRMA Membership.
